This undermines the reliability of conventional waterborne sanitation. Non-potable alternative water sources can substitute for potable water in sanitation, but their uptake depends on household preferences and the design of supporting policies. In a coastal, water-stressed town, Hout Bay, Cape Town, we investigated whether toilet flushing can serve as an entry point for urban water reuse by analysing household preferences over competing non-potable water sources. We designed a labelled discrete choice experiment (DCE) comparing drinking water, recycled water and partially treated seawater, as flushing sources, varying with aesthetic attributes (stain, colour and odour), cost, incentives and disposal practices. The latent class (LC) model analysis identified two distinct preference classes. ‘Proactive adopters’, who are more willing to switch away from potable water and place higher weight on reuse disposal practices and incentives. ‘Cost-sensitive adopters’ who prefer recycled water, are sensitive to colour deterioration and increasing cost and respond strongly to financial incentives and reuse-oriented disposal.
