Kelp forests support a range of species such as red abalone and red sea urchins which form the basis for important invertebrate fisheries in the region. Along with fisheries, kelp forests provide a suite of other ecosystem services including supporting biodiversity and carbon sequestration, making them critical habitats to monitor. Monitoring of kelps and kelp obligate species is now more important than ever with the intensification of ocean changes such as marine heatwaves, low oxygen events and ocean acidification. Changes in kelp forest ecosystems associated with fishing can be observed inside fished sites whereas changes in protected sites suggests region wide stressors. In this long-term, bull kelp forest monitoring program, divers quantify key marine invertebrates, algal cover and substrate types along transects inside and outside fished sites centered in Sonoma and Mendocino Counties, in northern California. These datasets include the\n baseline periods for all regions, and additional historical data.\n The Partnership for Interdisciplinary Studies of Coastal Oceans\n (PISCO) kelp forest program, administered out of the University of\n California campuses in Santa Cruz and Santa Barbara and funded\n primarily by the David and Lucile Packard Foundation, has been\n monitoring across California since 1999, and with a focus on Marine\n Protected Areas. The Vantuna Research Group at Occidental College\n has conducted monitoring in the southern California region since\n 1966, and has been using similar sampling methods to the PISCO\n program to monitor kelp forests in the region since the 2004\n wide-scale monitoring effort of the Cooperative Research and\n Assessment of Nearshore Ecosystems (CRANE) Program. Researchers at\n Humboldt State University began monitoring sites in the north coast\n region in 2014 and 2015 using the PISCO sampling methodology. Data\n have been integrated across all four programs.\n \n \n To comprehensively and quantitatively characterize the ecological\n community and geological features at each kelp forest site, four\n different sampling methods are employed, all of which are conducted\n visually by SCUBA divers. Fish transects and benthic macroalgae and\n invertebrate transects overlap with, but are spatially distinct from\n one another. Surveys are conducted annually, during the summer or\n early fall. Typically, two to four sites inside a given MPA and two\n to four sites outside of the MPA are surveyed in a given year, with\n the number and shape of sites varying depending on habitat (e.g.\n onshore-offshore steepness of the reef) and longshore width of the\n MPA. Sampling history varies by program, MPA, and sampling site.\n \n \n We strongly encourage collaboration with the scientists who collect\n and manage these data and co-authorship when appropriate, and\n request that the Data User contact the dataset authors to minimize\n duplicative efforts. kelp forest monitoring datasets provided here are assembled from\n four academic institutions involved in the baseline and long-term\n monitoring phases of California’s statewide Marine Protection Area\n implementation and evaluation process. These datasets include the\n baseline periods for all regions, and additional historical data.\n The Partnership for Interdisciplinary Studies of Coastal Oceans\n (PISCO) kelp forest program, administered out of the University of\n California campuses in Santa Cruz and Santa Barbara and funded\n primarily by the David and Lucile Packard Foundation, has been\n monitoring across California since 1999, and with a focus on Marine\n Protected Areas. The Vantuna Research Group at Occidental College\n has conducted monitoring in the southern California region since\n 1966, and has been using similar sampling methods to the PISCO\n program to monitor kelp forests in the region since the 2004\n wide-scale monitoring effort of the Cooperative Research and\n Assessment of Nearshore Ecosystems (CRANE) Program. Researchers at\n Humboldt State University began monitoring sites in the north coast\n region in 2014 and 2015 using the PISCO sampling methodology. Data\n have been integrated across all four programs.\n \n \n To comprehensively and quantitatively characterize the ecological\n community and geological features at each kelp forest site, four\n different sampling methods are employed, all of which are conducted\n visually by SCUBA divers. Fish transects and benthic macroalgae and\n invertebrate transects overlap with, but are spatially distinct from\n one another. Surveys are conducted annually, during the summer or\n early fall. Typically, two to four sites inside a given MPA and two\n to four sites outside of the MPA are surveyed in a given year, with\n the number and shape of sites varying depending on habitat (e.g.\n onshore-offshore steepness of the reef) and longshore width of the\n MPA. Kelp forests support a range of species such as red abalone and red sea urchins which form the basis for important invertebrate fisheries in the region. Along with fisheries, kelp forests provide a suite of other ecosystem services including supporting biodiversity and carbon sequestration, making them critical habitats to monitor. Monitoring of kelps and kelp obligate species is now more important than ever with the intensification of ocean changes such as marine heatwaves, low oxygen events and ocean acidification. Changes in kelp forest ecosystems associated with fishing can be observed inside fished sites whereas changes in protected sites suggests region wide stressors. In this long-term, bull kelp forest monitoring program, divers quantify key marine invertebrates, algal cover and substrate types along transects inside and outside fished sites centered in Sonoma and Mendocino Counties, in northern California. Data includes information on kelp density from in situ surveys from Reef Check and PISCO long-term monitoring programs (2006-2021 and 2004-2021 respectively). Biological predictors were also obtained from in situ surveys while environmental predictors were obtained or derived from remote sensing products. Seafloor terrain bathymetry data was obtained from Multibeam Bathymetry surveys and other environmental predictors from satellite imagery. The California Collaborative Fisheries Research Program (CCFRP) initially surveyed four protected areas and four nearby, fished reference areas in central California annually; the program expanded to 15 protected and 16 reference areas statewide in 2017. Data were generated from hook-and-line surveys conducted within 500x500 m grid cells positioned inside protected and reference areas. Each fish caught was identified to the species level whenever possible; otherwise, fish were identified to the lowest possible taxonomic level. The number of hours each angler spent fishing during each survey and the length of each fish caught were also recorded, enabling the calculation of biomass, Catch-Per-Unit-Effort (CPUE), and Biomass-Per-Unit-Effort (BPUE).This submission includes two derived data tables, CCFRP_derived_length_table.csv and CCFRP_derived_effort_table.csv, containing the number of fish of each species caught during each survey, their lengths, the total number of angler hours required to catch them, CPUE and BPUE. The R code used to obtain these tables from the raw data files is also included (CCFRP_derived_data_table_code_R.pdf). In 2003, the California Fish and Game Commission designated a network of marine protected areas (MPAs) in state waters around the northern Channel Islands. In 2006 and 2007, the National Oceanic and Atmospheric Administration (NOAA) extended the MPAs into the national marine sanctuary’s deeper, federal waters.To determine if the MPAs are protecting marine species and habitats, scientists are monitoring ecological changes. They are studying changes in habitats; abundance and size of species of interest; the ocean food web and ecosystem; and movement of fish and invertebrates from MPAs to surrounding waters. Additionally, scientists are monitoring human activities such as commercial and recreational fisheries, and compliance with MPA regulations. The MLPA also requires that the network be monitored to evaluate progress towards meeting the MLPA goals and to inform adaptive management. As a first step, the state implemented Phase 1 of the Statewide MPA Monitoring Program (2007 – 2018) to conduct regional baseline monitoring near the time of MPA implementation. Baseline monitoring established a comprehensive benchmark of ecological and socioeconomic conditions across the state, and provided an important set of data against which future MPA performance can be measured. Building on Phase 1, the California Department of Fish and Wildlife (CDFW) and California Ocean Protection Council (OPC) are developing priorities and strategies for Phase 2, statewide long-term monitoring. A Statewide MPA Monitoring Action Plan (Action Plan) is now under development by CDFW and OPC to prioritize MPA index sites, and ecological and socioeconomic indicators for long-term monitoring, and to help guide cost-effective spending and funding for future monitoring projects. The Action Plan will aggregate monitoring recommendations presented in Phase 1 regional MPA monitoring plans and technical reports with novel quantitative and expert informed approaches for long-term monitoring.On January 12, 2018, CDFW and OPC convened a workshop titled “Marine Protected Area Site Selection” with collaborating researchers to discuss and develop recommendations and a shared understanding to inform the development of the Action Plan, including approaches for long-term monitoring design, detecting potential MPA effects, and predicting MPA effectiveness over time. Workshop participants identified core priorities for integrating discussed approaches to inform the Action Plan, and important next steps. In 2007, the National Oceanic and Atmospheric Administration extended these MPAs into federal waters of the Channel Islands National Marine Sanctuary. These areas, most of which are no-take marine reserves, were designed to help restore biodiversity and ecosystem health by protecting local marine life and habitats. To evaluate whether the MPAs are meeting their ecological goals, scientists from the Partnership for Interdisciplinary Studies of Coastal Oceans (PISCO) have been monitoring these rocky reef and kelp forest communities for over a decade.In 2008, PISCO scientists found that after five years of protection, fish species targeted by fishermen had both greater density (numbers of fish per area) and biomass (total weight per area) inside MPAs compared to outside \"reference\" sites. Though these and other results from the five-year review were promising indicators that MPAs are beneficial to marine life, studies of other long-term protected places suggested the full effects of these protected areas were likely to take decades to develop.2013 marked the ten-year anniversary of the Channel Islands’ MPAs. We now have the opportunity to explore longer-term trends and better understand the effects of these areas on California’s ocean health.This report updates the previous analyses comparing patterns inside and outside of MPAs, and also provides, for the first time, an evaluation of ecological changes detected since the MPAs were 1998, citizens from Santa Barbara and Ventura proposed establishment of no-take marine reserves at the Channel Islands, beginning a 4-year process of public meetings, discussions, and scientific analyses. In 2003, the California Fish and Game Commission designated a network of marine protected areas (MPAs) in state waters around the northern Channel Islands. In 2006 and 2007, the National Oceanic and Atmospheric Administration (NOAA) extended the MPAs into the national marine sanctuary’s deeper, federal waters.To determine if the MPAs are protecting marine species and habitats, scientists are monitoring ecological changes. They are studying changes in habitats; abundance and size of species of interest; the ocean food web and ecosystem; and movement of fish and invertebrates from MPAs to surrounding waters. Additionally, scientists are monitoring human activities such as commercial and recreational fisheries, and compliance with MPA regulations. The transects were conducted by the Institute of Applied Marine Ecology (IfAME) and Marine Applied Research and Exploration (MARE) aboard F/V Donna Kathleen during the summers of 2010 and 2011. These surveys were designed to collect baseline data, capturing the state of the NCC MPAs at the time of designation, to be used as a basis for future comparisons. The areas surveyed comprise deep benthic soft-bottom and rocky-reef ecosystems within a depth range of 20 m to 116 m. The ROV, Beagle, was equipped with forward and down facing video cameras as well as a downward facing still camera. Video and still imagery were collected for post-processing which included the extraction of ecological data including the number and size of fish and invert species along with habitat classification.This dataset was originally uploaded to Oceanspaces (http://oceanspaces.org/) in 2013 as part of the North Central Coast baseline monitoring program. Citizen Scientists conduct bi-monthly surveys for over 300 species of birds and mammals and 25 types of human use types at 42 sites. Monthly rates of observation are provided for live wildlife, dead wildlife, and human uses from 1994-2012. Each site is fixed, general characteristics and location are provided. Here, we develop and explore ocean-climate indicators (“OCI”) of temporal environmental variability known to affect fish and wildlife of the north-central California Current over 21 years, 1990-2010. This analysis supports ongoing efforts to evaluate responses in local coastal ecosystems to recent changes in fishing effort practices within the State’s newly established network of marine protected areas (MPA). To develop multivariate OCI, we selected, compiled and analyzed 16 well-known atmospheric and oceanographic indicators that represent key basin-scale drivers and regional attributes of the coastal environment. These include drivers of ocean-climate variability from the tropics (e.g., SOI/ENSO) and extra-tropics (e.g., PNA/PDO/NPGO), and regional-local driver/response variables such as wind stress, sea surface temperature and salinity, and a novel time series of surface flow from the State of California’s HF radar array. We implemented seasonally-based multivariate OCI using principal component analysis. Over the study period, the ENSO cycle apparently weakened resulting in fewer and less intense El Niño events. Sub-arctic influences increased with a strengthening of the North Pacific Gyre Oscillation (NPGO) and cooling of the Pacific Decadal Oscillation (PDO). Corresponding to these changes, the Northern Oscillation Index (NOI) strengthened leading to enhanced upwelling-favorable wind stress as well as air and ocean surface temperature cooling. Phytoplankton biomass, proxied by satellite remote-sensing of chl-a, increased from 1995-2010. However, this positive trend in lower trophic level productivity was not observed in mid (juvenile Sebastes) or upper trophic level (salmon) biological indicators. Our results support a hypothesis of enhanced sub-arctic influences and upwelling intensification in north-central California over the past two decades that is contributing to greater lower, but not upper, trophic level productivity.
