In doing so, it adopts a ‘bottom up’ approach, privileging the levels of parish and diocese over that of parliament. Where many have either downplayed the continued significance of the Church’s political influence or simply passed it over altogether, this thesis argues that the Church was actively concerned to extend and entrench its influence during this period. It argues that as a result of a wide-ranging process of internal reform and the adoption of a looser though more compelling justification for establishment, embodied in the phrase ‘national Church’, churchmen were actually in a stronger position politically in 1914 than they had been in 1885. Three principal case studies are used to examine this: Cambridge, Sheffield, and west London. In each a number of parishes are central to the focus of the chapters as well as local newspapers and a wide range of ‘vernacular’ sources from hymnbooks to popular fiction. In doing so, the thesis aims to present the political culture through which the Church was so successful in shaping the values and worldviews of its congregations. The first chapter examines this culture starting from the parish. The second charts the growth of arguments for a ‘national Church’ and the attempts to defend it from disestablishment. The third chapter suggests that the other side of the coin to defence was reform, a process carried out at both diocesan and national levels which had both significant political causes and effects. The fourth chapter presents the issue of education, the foremost concern for many churchmen through school board contests and the campaign to oppose deleterious educational reform in 1906. Chapter five investigates the growth of social concern among churchmen in this era, examining in detail the temperance movement as an essential expression of this. The final chapter profiles the question of the clergy and politics, arguing against any straightforward alliance between churchmen and Conservatives, and examining the way in which politics were carried out by men of the cloth.
