<p>Market-based mechanisms to decarbonize transportation fuels can provide significant value to entities in the electric vehicle (EV) charging ecosystem. However, this value is not always captured by key stakeholders – undermining the effectiveness of market-based regulations and further challenging the economics of transportation electrification. This paper identifies how public entities could navigate structural challenges and opportunities associated with market-based decarbonization policies to drive EV adoption. We provide a menu of potential options these entities could pursue to support transportation electrification through the lens of California’s Low Carbon Fuel Standard and the San Diego Association of Government’s upcoming EV charger incentive program.</p>
