Tariffs and the Exchange Rate: Evidence from Twitter

"US commercial policy during the presidency of Donald Trump led to renewed interest in the macroeconomic effects of trade tariffs. It has become common to use tariffs and other restrictions on international trade in an attempt to boost the domestic economy. One factor affecting the impact of tariffs is the response of local currency after tariffs are imposed. The effects of tariff changes can be eased or overturned if the local currency appreciates and prevents the relative prices of local and foreign goods from adjusting.
The behaviour of the exchange rate following an increase in tariffs has not been fully evaluated empirically because of lack of data and challenges in methodology. Our assessment focuses on the recent renegotiation of the North American Free Trade Agreement (NAFTA). During this period, a key source of news about tariffs was public communication by the US president—often in the form of tweets. We use the US president’s tweets to quantify how potential and actual tariffs on Canada and Mexico affect their bilateral exchange rates with the United States.
Our results show that the anticipation of higher tariffs on goods imported from Canada led on average to a 0.022 percent appreciation of the US dollar relative to the Canadian dollar within five minutes of the publication of a tweet. In the case of Mexico, the average effect was twice as large—a 0.049 percent appreciation of the US dollar. We find that these numbers are economically and statistically significant."
"La politique commerciale américaine appliquée sous la présidence de Donald Trump a suscité un regain d’intérêt envers les effets macroéconomiques des droits de douane. Il était devenu habituel d’utiliser ces tarifs et d’autres politiques restrictives liées aux échanges internationaux pour essayer de stimuler l’économie nationale. L’un des facteurs déterminant l’impact des droits de douane est la réaction de la monnaie du pays qui les impose. En effet, l’incidence des changements tarifaires peut être atténuée ou même annulée si cette monnaie s’apprécie et empêche l’ajustement des prix relatifs des biens produits localement ou à l’étranger.
Le comportement du taux de change observé à la suite d’une hausse des droits de douane n’a pas fait l’objet d’une évaluation empirique complète en raison du manque de données et de problèmes méthodologiques. Notre évaluation porte sur la récente période de renégociation de l’Accord de libre-échange nord-américain (ALENA). Durant celle-ci, les communications publiques du président américain, qui prenaient souvent la forme de « tweets », ou gazouillis, ont constitué une importante source d’information sur les droits de douane. Nous nous basons sur ces tweets pour quantifier l’incidence des droits de douane potentiels et réels visant le Canada et le Mexique sur les taux de change bilatéraux de la monnaie de ces pays par rapport au dollar américain.
Nos résultats montrent que l’anticipation d’une hausse des droits de douane sur les produits importés du Canada a entraîné, en moyenne, une appréciation de 0,022 % du dollar américain par rapport au dollar canadien dans les cinq minutes suivant la publication d’un tweet. Dans le cas du Mexique, l’effet moyen a été deux fois plus important, la valeur du dollar américain augmentant de 0,049 %. Nous estimons que ces chiffres sont significatifs sur les plans économique et statistique."
