Often, this involves an time-consuming and costly heuristic procedure, based on the expertise and intuition of the person carrying out such study. This paper presents a generic procedure for the set up of RTC strategies. Essentially RTC control actions are expressed as a function of known input variables (e.g. water level measurements). Using a hydrologic simulation model, developed under the SIMBA platform, the procedure is tested on two examples and shows to be successful in finding a good RTC algorithm.
